One, Big, Beautiful Bill Act (H.R. 1)
No Tax on Overtime
The One, Big, Beautiful Bill Act (OBBBA) passed by Congress in 2025 created a temporary federal income tax deduction for certain “qualified overtime” compensation. The deduction is claimed on your federal income tax return; it is not something the County applies directly to your paycheck.
Clark County will report all qualified overtime compensation on your 2025 Total Compensation Statement. Your Total Compensation Statement can be accessed by clicking on the Compensation Statement tile located on the Employee Self Service (ESS) website. Watch for an announcement on the Employee Launchpad when the updated 2025 Compensation Statements, that include qualified overtime compensation, become available.
- If you have access to ESS, you can view and print this report online. Log in to the Employee
Launchpad and select the Total Compensation tile. - If you do not have ESS access, the information will be mailed to you.
Under federal law, qualified overtime compensation generally means only a portion of the overtime paid to
you. It is the portion of the overtime premium that is required and paid under the Fair Labor Standards Act
(“FLSA”) – the extra “half-time” portion of time-and-a-half pay for FLSA-covered employees. Please note:
- The overtime paid on your paycheck may differ from your qualified overtime.
- Overtime as defined under a County collective bargaining agreement (CBA) may be more generous
than FLSA overtime, but only the FLSA overtime premium qualifies for the tax deduction. - Compensatory time counts toward qualified overtime only when it is paid out as wages, not when
earned. Only the overtime premium portion of the payout is eligible. - Paid leave (holiday, sick, comp time) does not count as hours worked for overtime purposes.

Refund Advance FAQ (SPTG – Santa Barbara Tax Products Group)
SPTG is a third party bank that processes tax refunds when clients choose to have tax preparation fees deducted from their refund.

Yes. The Tax House offers the Green Dot® prepaid debit card as an option for refunds or refund advances through SPTG. It allows fast access to funds without needing a traditional bank account and can be used for purchases, bills, and ATM withdrawals. Availability is determined by SPTG
No. Using SPTG is optional. You may also pay your preparation fees upfront.
A Refund Advance is an optional loan offered by Santa Barbara Tax Products Group (SPTG) that allows eligible clients to receive up to $7,000 of their expected tax refund before the IRS issues the actual refund.
Eligible clients may qualify for a refund advance of up to $7,000, including any applicable fees.
The exact amount is determined by SPTG based on IRS acceptance, income, and eligibility factors.
No. Refund advances are not guaranteed and are subject to:
* IRS return acceptance
* Identity verification
* SPTG approval criteria
Approval decisions are made by SPTG, not by The Tax House.
No. If approved, the refund advance is repaid automatically from your IRS tax refund once it is received. You do not make monthly payments.
Yes. Any applicable fees are included in the advance amount and deducted from your refund when it is processed through SPTG. Fee amounts vary and will be disclosed before you agree.

The Tax House does not approve, deny, fund, or control refund advances.
All refund advances are issued and managed solely by SPTG.
If approved, refund advances are typically issued shortly after the IRS accepts your return, timing depending on SPTG processing and your chosen disbursement method.
If your IRS refund is reduced due to offsets or adjustments:
* The advance and fees are still repaid from the refund
* You may be responsible for any remaining balance per SPTG’s terms
